In collaboration with Devon County Council, we are launching a first-of-its-kind pilot scheme to help asylum seekers, refugees, and migrants access English language testing.

The lack of connection because of language barriers means newcomers often feel isolated from the wider community and unable to contribute to society. The initiative, starting in July 2024 and running till the end of the year aims to support migrants in engaging with English classes, mainstream education, and help people find employment opportunities, ultimately aiding their integration into the Devon community. 

Devon’s migrant community includes individuals from a huge cross-section of people displaced by war in Ukraine, Afghanistan, Syria, and other nations across the globe, like Hong Kong. Because traditional testing methods often aren’t accessible due to geographical and financial constraints, these people face barriers in proving their English proficiency, which in turn hinders their access to education and employment. 

Duolingo and Southwest Councils plan to trial the Duolingo English Test as a flexible, affordable, and accessible alternative to traditional English tests. The DET  is taken online, making it available anytime, anywhere. The test adapts to each individual’s level and provides quick results, which can be used to demonstrate English proficiency to employers and educational institutions. This innovative approach is recognized by several universities and aligns with the Common European Framework of Reference for Languages (A1-C2 levels).

During the pilot, Duolingo will provide 500 free tests to five community partners in Devon, supporting approximately 180 eligible migrants. This includes:

  • St Sidwell’s Community Centre
  • Refugee Support Devon
  • Imagine Torbay Multicultural Group
  • Sunrise Diversity
  • Teignbridge CVS

The Migration and Resettlement Team at Devon County Council were delighted to trial the test because it has the potential to positively impact the experiences of people learning English in Devon and help with access to employment, higher education, and career development.

Community partners will also have access to practice tests and additional resources. The program includes workshops, onboarding support, and a dedicated account manager to ensure smooth implementation and monitor effectiveness.

The goal of the pilot is to determine if the test improves the ability to assess English skills, access opportunities, and if it’s recommended by users. If successful, we’ll explore future funding opportunities to continue offering this testing.

Our hope is that this pilot will prove successful and demonstrate to other bodies and councils how impactful the DET can be at driving community integration and belonging. This project represents a significant step towards better integration and support for Devon’s migrant community, helping them thrive and contribute to their new home.
